Mr. Wilkey is an inquisitive legal scholar, staunch advocate for local education reform, various domestic and international issues pertaining to Asian-Americans, a very active and proud volunteer for Pennsylvania's Lawyer's Concerned for Lawyers (PA-LCL), an avid freshwater-lake Fisherman, Practicing Attorney and Principal of Wilkey Legal Consultants, LLC, with offices in Exton, Pennsylvania, and a resident of beautiful Chester County, where he has resided for over a decade. His legal work has been cited by the Third Circuit Court of Appeals (3rd Cir.), Federal District Courts of Pennsylvania, United States Department of Justice (USDOJ), Pennsylvania State Court of Appeals, Texas Court of Appeals, the University of Pennsylvania, and law review and secondary legal journals.
He was born in South Vietnam and was fortunate to be one of just a few thousand infants that came to the United States by way of President Gerald R. Ford's "Operation Baby-Lift." He was raised in Utah and attended Mountain View High School, where he served as Captain of the Varsity Debate Team, was well accomplished in extemporaneous speaking, and was an Advanced Placement (AP) scholar. Mr. Wilkey is an Eagle Scout and served as a volunteer representative with the Vietnamese and Asian-American communities in Philadelphia.
Mr. Wilkey received both Bachelor and Master of Public Policy (MPP) degrees from Brigham Young University. While a law student at the University of Iowa College of Law, he served as Editor-in-Chief of the Editor-in-Chief of the Journal of Transnational Law and Contemporary Problems (TLCP) Volumes 12.1-12.2, was a member of the Trial Advocacy Board, and recipient of the Richard P. Glovka Scholarship, including Summer Associate positions with the United States Department of Justice, E.D. Pa., and the Public Interest Law Center of Philadelphia (PILCOP), Bernard M. Borish Fellowship. He received extensive legal education, mentorship and training under Jerome Balter, Esq. and Prof. Marc Linder, two of the nation's humble advocates for environmental and labor reform.
After graduating from the University of Iowa College of Law with a Juris Doctorate (JD), Mr. Wilkey served as a judicial law clerk to the Honorable Edward D. Reibman of the Lehigh County Court of Common Pleas, and then appellate judicial clerkships to the Honorable Doris A. Smith-Ribner (ret.) and Jess S. Juliante (ret.) of the Commonwealth Court of Pennsylvania. During this time, he worked extensively with zoning, land use, environmental, labor, agency law, and administrative appellate work.
Mr. Wilkey worked as an Associate Attorney for a Plaintiffs' Boutique Law Firm outside of Philadelphia, PA, focusing on class action and mass-tort litigation involving pharmaceuticals, medical devices, consumer protection, technology, labor and employment, wage and hour, and civil rights related matters.
As a Senior Associate Attorney, he later focused his legal work in the areas of class-action and mass tort matters involving environmental and regulatory claims, air and water pollution, remediation, fly-ash, Marcellus shale fracking, Citizen suits, property diminution issues, medical monitoring, and other environmental contamination claims, including environmental matters involving the EPA and various state DEP agencies. He similarly worked on complex obstetric, birth injury, and other complex civil litigation matters involving electronically stored information (ESI) Discovery.
Mr. Wilkey, with over a decade of complex civil litigation experience, has been greatly honored to represent thousands of clients involving their pursuit of these claims. He is a very accomplished legal scholar, published in both law reviews and specialized legal journals relating to international technology, whistle-blower and labor law related subjects. He is active in advocacy issues (both domestic and international) involving the Asian-American community, and fluent in Vietnamese and conversant in Mandarin Chinese. Mr. Wilkey is a very active and proud volunteer member of Pennsylvania's Lawyers Concerned for Lawyers (LCL) and provides substantial support and time to assisting legal and other professionals throughout the region. He is also an advocate for local education reform, seeking accountability, transparency and student-first based initiatives.
As Principal of Wilkey Legal Consultants, LLC, Mr. Wilkey provides legal and regulatory consulting, representation, and complex civil and commercial litigation services to individuals, corporate business clients, non-profits, and law firms in Philadelphia and the surrounding suburbs, including Montgomery, Chester, Delaware, and Bucks, and to firms throughout the country and is the founder of the U.S.-Vietnam Law Institute.
